Stephen Harburg is a partner in O'Melveny's Washington, DC office and
a member of the Class Actions, Mass Torts, and Aggregated Litigation Practice. Steve engages in a variety of litigation and regulatory matters. Steve has been involved in a number of complex litigation matters, including the defense of proposed nationwide class actions against a large automobile manufacturer, an major oil company, and an insurance company, and the defense of RICO actions against two major clients. He has served as co-lead counsel for defendants in two MDL proceedings. He has also represented the insurance company in the defense of environmental coverage actions. Steve is also one of the attorneys responsible for the firm's practice under the Hart-Scott-Rodino Antitrust Improvements Act of 1976, counseling clients from various industries on that statute's pre-merger notification filing requirements and on related antitrust issues. He has been involved in a number of pre-merger review proceedings before the Department of Justice and the Federal Trade Commission. Steve also provides antitrust counseling to a number of the firm's health care clients. He also has experience representing clients before the Committee For Foreign Investment in the United States. He was also lead counsel in a pro bono class action lawsuit brought on behalf of homeless families in the District of Columbia seeking to improve the conditions of the District's shelter system.
